Create new AGOL feature service for Moped viewer #14139

Describe the problem.

I need assistance getting a new feature service created which will store Moped project data. it will have two layers. i will provide the data. we will need to iterate on this a bit while I work with stakeholders to finalize the exact columns that will be needed.

@andrewshensky i can DM the data to whoever works on this. As usual it will be a points and lines geojson as the starting point.
