Bug: AMANDA payments immediately being voided (NN) (INC0378218)

Random AMANDA payments are immediately voided by the system, causing permit issuance/renewals that shouldn't occur without a valid payment.

We cannot debug this until we catch the issue within 48 hours of it occuring. We'd need to build a daily batch job to catch this issue in time.

Describe the problem.

Fees paid and then immediately voided automatically. Permits still get issued/extended despite payment not being received. Possible issue with the postback in AMANDA. Example FolderRSNs: 12725603 and 13127793.

How could we find this error happening with a query, so we can catch it within 24-48 hours of the payment voiding?

We think the best solution for catching this bug in real time is a query that is ran every day to look for payments that were voided within an hour of payment. Batch job so devs don't have to manually run it. Tracy will add AC.
