Add Schools to VZA AGOL feature set

Use the school zone dataset that @alan-deanda maintains for Safe Routes to Schools as a starting point for VZA locations.

• [ ] Convert polygons to polylines
• [ ] Join all polylines into single feature per location (single school or cluster of schools)
• [ ] Coordinate with APD to ensure that any schools where enforcement can't be performed by APD are set as "inactive" with a note in the description that they're outside jurisdiction
• [ ] If possible, add closure data to location descriptions

From #2426 - For school closures in AISD, create a field in the Locations object to show if school closure is in the current year. Calculate that field once a year, and then filter out the location drop down based on that.

• Added Round Rock ISD schools to the locations object so that all the assignments could have the right locations. Here is the document with all the schools, locations object has schools which had Austin addresses.

@johnclary @SurbhiBakshi - from what I understand, we will be performing annual imports of the CSV Lewis gets from AISD with new school and closure information and keep School locations up to date with a calculated field. How do we want to store closure data?

• Set Status to Inactive
• Create new Status, Closed
• A new field/column in the VZA Location model specifically for school closures

We don't want closed schools to be available in the Add/Edit Assignment view, but we do want them to show up in the Locations table and reference map.
