Create a comment report for ROW staff comments

Describe the problem.

For ROW permitting staff's department comments, it would be nice to have a more formal comment report generated in AMANDA akin to DSD's Master Comment Reports for Building Plan Review or Site Plan Review, or potentially DSD Service Center review comments. This may involve the creation of a report template, presumably in the Documents tab, that would give a standardized format to all ROW comments.

Describe the outcome you'd like to see when this feature is implemented.

The comments issued to ROW customers will seem more formal and professional than the current system of emailing.

Describe any workarounds you currently have in place or alternative solutions you've considered.

This can be put in the list of requirements for the new ECM.

Questions for the team:

1. What folders will need this report? DS, EX, RW, PSM
2. Will there be individual merge documents for each review processes that combines into one master report, or is there going to be only one master comment report merge document that captures review comments?
3. If we are only doing one document, where will the information be captured? Attempt comments? In the document itself?
4. What processes will the master comment report grab data from?
5. What will be the template for the Master Comment report?
