Update the labor rates in the Production SMD Data Tracker #14762

Please update the labor rates in the SMD Data Tracker as follows:

Question: Will this affect existing cost estimates (ie will the rates be updated on those) or will this change only apply to cost estimates created in DT after the update?

How soon do you need this?

Because of the inventory project and need to keep legacy data accurate, we might need to spike and look into how to update Materials and Labor costs and keep prior years the same.

Create a spike for the discovery of this request - Reference AMD Data Tracker and the way we unit costs for inventory. Will need to use a similar method for this request. Set up a builder huddle with the apps team.

Also had to replace employee type and unit cost fields on the Invoice pages for both signs and markings!

Tested this and everything is working as expected! Moving this to review QA and we will discuss during the SMD sprint review!
