[Tech Debt] Replace DateRangePicker date picker in VZV #15051

This is a follow up to issue to https://github.com/cityofaustin/atd-data-tech/issues/12007 and https://github.com/cityofaustin/atd-vz-data/pull/1323. We need to replace the DateRangePicker in SideMapControlDateRange with a component that doesn't use moment and then uninstall the moment.js dependency.
