@katelunceford - please design and work with @chiaberry to size. Hopefully we can assign next sprint!

We've had several iterations of design with the help of Patrick - see comments in #15203 and #15416

Here's a design mockup for the M-iest VP, which starts with the Data & Performance Hub and makes very minimal changes (issue #15703)

Q: Is Dash always going to be a standalone website? Or could it theoretically become a page in data.austin.mobility.gov Data & Performance Hub (D&PH)? If it's going to be a standalone website forever, it should not fork from the existing repo, but instead have its own repo and independent code.

A: It could theoretically once again become a page in D&PH. The bigger vision of Dash would be to have as many dashboards/reports as possible available to the public (like D&PH does now). So for now, we'll keep working on it as a page out of data.austin.mobility.gov.
