We think this is related to CRM needs, to make analyst reviews a formal review process with a comment report, versus a process attempt comment as is done now. The folder status would be like 'Awaiting Update' until the customer adds the comments attachment in the portal, then the folder would go into a review queue.
We will add a template review document to ROW Permits, and update folder processes to require the document and email it.
