Prevent AUP automation from running on Closed or Rejected Statuses #15773

Describe the problem.

A validation needs to be added to the Activate Upon Payment function to suspend it in circumstances when a DS, EX, RW, or PSM folder is in Closed or Rejected status.

Background: an EX permit (FolderRSN 13203366) went into Active status without being issued by a staff user. The folder should have stayed in Closed status, as a Rejected process attempt was done in October 2023. However, there were unpaid fees on the folder, which were ultimately paid by the applicant in December 2023. When that occurred, the folder status automatically went into Active despite not being issued.
