Update Folder in-date logic for LM folders (RB) (BUGS on PROD)

When an LM portal applicant clicks submit on the application, the folder in-date should be updated to indicate the day the application was submitted.

Future State Process:

1. LM portal applicant clicks Submit
2. System updates folder status to Internet Pending
3. System updates folder in-date to sysdate.

Describe the problem.

Need to create a way for each time the applicant clicks submit in the portal their “In Date” is updated as well to correctly show when their file was officially submitted as a complete file. Currently applicant starts the application process and then saves for later or missing required documents that then make it incomplete, BUT when they do finally provide the complete packet that original start date staying with the file even if they complete months later.

Per Tracy Linder - We created the in-date feature for Right-of-Way management for the same reason as you need it.

This is greatly effecting our data for average process time (adding MONTHS) for All of Land Management - License Agreements, Easement Releases, Encroachment Agreements, and ROW Vacations.

This is now working - updates the In Date to correctly reflect the date they submitted. (still showing in our system as App Incomplete) but after submit is clicked then moves to Internet Pending (as it should) and the date changes to todays date.

PROD UAT FAILED ❌

• Per Deb with LDE, Kathy mentioned that this only worked for a short time. DTS will discuss at tomorrow's refinement meeting.
• Deb conveyed that this feature did not work on a new LM folder, so we need to debug.
