[Enhancement] Update department and workgroup names

We need to update "ATD"/"PWD" references to "TPW" and update workgroup names to match TPW's current divisions.

Here are the moped entities, https://mobility.austin.gov/moped/dev/lookups#moped-entity and when I did a ctrl-F for ATD, I found a few in the staff roles names and comments

I don't see any ATD in the staff workgroup table

Ahhh, thanks! I forgot these were called entities when I glanced there last night. ❤️ the 📖 For workgroups, we need to update and add so we have all divisions. That list isn't quite solidified, but I started a worksheet here and will update this issue when it's ready.
