Update ROW Admin process for renewal and extension features on PSM

Describe the problem.

PSM folder: The functionality to extend a PSM permit using the Extension Granted process attempt in the Right-of-Way Admin process doesn't seem to exist on the current PSM folder. The Manual Extension process attempt appears to be the only workable way to manually extend a permit. ROW wants to build out the functionality for Extension Granted, which should automatically charge the applicable fees and update the folder expiry accordingly.

PSM folder: ROW expects some PSM folders to come up for renewal in Fall 2024 for the first time. We are not certain that all of the system automation required for the renewal process is in order (in terms of process attempts, fee insertions, status changes, etc.), and are submitting this preliminary ticket to ensure we proactively address any issues before they arise.

Describe the outcome you'd like to see when this feature is implemented.

Extensions will be possible in the PSM folder.

Describe any workarounds you currently have in place or alternative solutions you've considered.

@TracyLinder @Nadin-Nader The attempts on Right of Way Admin process of PSM, are not adding any kind of fees.

1. Manual Extension:-- PSM is activated Expiry Date is updated with the process info - New End Date(50005) Issued Date is updated with the process info - New Start Date (50000)
2. Renewal Denied:-- No dates updated/ no fees added
3. Renewal Approved:-- Issue Date is updated with the current date Expiry Date is updated with current + number of years paid for
4. Reactivated:-- Activated No Dates are updated
5. Suspended:-- Status updated to Suspended.
