[Feature] Geospatial Data Capture in Traffic Counts

Currently we're not capturing geospatial data for traffic count requests. Team has requested enhanced functionality to have requesters input lat/lon so that data can be published to AGOL, Open Data, etc.

Proposed workflow

Create a LOCATION point in AGOL/Collector (Diana previously talked to Brandon about this)
Link back to Traffic Count ID (Data Tracker request)
Add attachments to Data Tracker record
Script to update AGOL Traffic Count Data Map
