@johnclary this is now in progress. D7 is done, the rest of the districts will be added tomorrow.

All speed limits have been digitized to a copy of the CTN - the data had to be translated to be compatible with the CTN. There are questions regarding how to move forward with conflicting speed limits - on average there are about 2-3 conflicts per council district.

Moving to blocked - we have discussed the potential issues of extending speed limits beyond the current midblock limits as specified in code in order to meet the current geometry of the street segments layer. While it would mean that the data is more readily available, it is not recommended to assume the limits are to be interpreted as going from intersection to intersection, since according to city code, this would not be enforceable, and therefore should not be used for wide distribution. The dataset, as it currently stands is an accurate view of what exists in city code. It would be more useful for the dataset to exist as a separate geometry for now.
