LM Receipt shows as DSD (SS) (deployed in PROD as part of 17692)

Acceptance Criteria

• When user clicks on an LM Folder Payment in AMANDA and generates receipt, the generated Receipt mentions the Department as 'Development Services Department'
• This needs to be updated as 'Transportation and Public Works Department'
• Please note that the attachment on this ticket shows email receipt, but we believe fixing the AMANDA Back Office receipt should address the issue.

Asked Kathy if this could go to PROD as well since the fix is in 17692 and that was approved for PROD. Waiting on response from Kathy.
