Enhancement: [Living Streets 2.0+ | Reconfigure Living Streets Timeframe for Applicants] #17850

As an Applicant, I want to be able to select an installation cycle rather than a specific start date so that I can indicate the quarter/cycle when I'd like my installation to take place even when actual start dates are determined by program priorities, funding, and resource availability.

AND

As a Living Streets Staff reviewer, I want to be able to receive and organize application by installation cycle/quarter AND manually indicate the start and end dates so that we can both allow Applicants to choose their installation cycle and length and also not overpromise for a specific start date beyond program capacity.
