Update EAZs to latest census data

Hello,

We are requesting to update the data for the Equity Analysis Zone (EAZ) map. There are efforts through TPW's IDEA (Inclusion Diversity and Equity in Action) Committee to update the tool long-term, including conversations with department leads and DTS. However, in the meantime, we are requesting to update with the latest ACS data so that we can continue using the map for our program (Neighborhood Partnering Program). We would want to preserve the old layer for historical reference and create a new layer labeled with the corresponding ACS data year.

Andrew Shensky participated in some of the conversations for this effort and may be familiar with the request.
