Adding TxDOT jurisdiction (yes/no) column, Council Districts column, and creating column for Location Notes

Andrew and I discussed, sounds like by end of this week is do-able.

@GimnichD After those three fields are added it sounds like this could just be a spatial join to get the TxDOT and Council District fields populated.
