AB+C Portal: Ability for applicants to cancel an application in Pending Payment status #18667

Describe the problem.

Add the ability for an applicant to cancel an application while it is in Pending Payment status via the AB+C portal, similar to how they can for Application Incomplete.

Note: This card can be put in the icebox for the ECM replacement project.

Describe the outcome you'd like to see when this feature is implemented.

Applicants will no longer have to reach out to staff to have them cancel the applications, thereby saving time on the part of both customer and staff.

Describe any workarounds you currently have in place or alternative solutions you've considered.

A batch job/script that removes permit folders in certain "limbo" statuses.
