ROW Inspections would like the ability to create an ECV-ATD folder without a contractor/point-of-contact identified. Sometimes, in the field, inspectors don't know who did the unpermitted work for which they are creating an ECV folder but still need to get it documented.

Describe the outcome you'd like to see when this feature is implemented.

ROW Inspections will be able to log ECVs that are not initially tied to a contractor/point-of-contact.

Describe any workarounds you currently have in place or alternative solutions you've considered.

This is not currently earmarked as a high priority for ROW. We may want to defer scoping until after FY25 fees are implemented.

Prioritization Note (ROW Permitting Oct. 2024)

• Inspectors need a solution for creating ECV folder when they don't know who the contractor/offending party is.
• ECV folder can be created without a people record, but payment cannot be made without the people record.
• In many cases ROW recoups the fees on the ROW permit, however there are still cases where the offender doesn't comply by applying for a permit. One thought is that ROW should still build a permit folder to bill un-permitted fees.
• We will close this because the requested functionality already exists.
