Create a VZV "under construction" page #18700

Create a page in the VZV that will render when the app is under construction. The page should be triggered by an environment variable that we can set via local config or netlify.

@chiaberry i added a very simple / blah design spec. can you make the banner in the "info" / blue color? i couldn't get that to render by editing the HTML directly.

and/or whatever ideas you have to make this not blah!
