Give DTS product managers the ability to run two Airflow DAGs #18732

As a product manager, I'd like to see edits to my Github issues reflected in the DTS Portal and Austinmobility.io so that I can easily check for missing or outdated content.

Moving this to the Icebox and updating the product-comms docs:

*Knack will pull fresh content from Github every day at 5am. If you’d like to see your updates sooner, post a request in #atd-dev to run the atd_service_bot_issues_to_dts_portal_production DAG in Airflow. To see the updates, clear your cache and reload the page using Shift ⌘ r.
