Create SMD headless AGOL Account #18956

Having this account will help to reduce issues of data being stored in a user's personal account and potentially being lost if staffing changes occur. The creation of this account will align with what we have done for Parking, VZ, and OSE.

Account (TPW_SM.Publisher) has now been created and configured. Credentials will be shared out with SMD GIS lead.
