UC: Add Roldan C to dropdown menu for Traffic Signal Reviewer info field (RB) (Deploying to DEV) #19066

Describe the problem.

In UC folders, in INFO tab, for Traffic Signal Reviewer, please add to drop down list and make default Roldan C.

@Nadin-Nader This info field is associated with C, C8, GP, SCP, SP, UC. Could you please let me know in which folder you want Roldan C to be a default reviewer?
