Focus on building the Application intake and Application review portion of the Block Party flow.

Statuses for approval/rejection
Triggers to notification applications

ls_nbp_application- application table + drafted fields
ls_nbp_application_content- attachments and notes table + drafted fields
account role for Living Streets Applicant (External) already exists

Applicant Portal

added a new view (visible only to Builders) for Neighborhood Block Party applications on the existing Living Streets Applicant Portal
Built out
- New NBP Application cascade
- NBP Details page
  - Add Attachments page
    - User can add and remove while status is Application Not Submitted
  - Submit Application pop-up
    - Sends Applicant Confirmation and Reviewer Notification
  - Page rule to hide actions per status (if Application Not Submitted)

Staff Portal

added a new login page for NBP and subsequent pages and functionality:
Built out
- NBP Home page with top links as on Healthy/Play Streets for a uniform dashboard look
- Application grid
  - NBP Application details
  - Details view
  - Attachments grid
  - Menu
    - Add Attachments
    - Add Note (for internal reviewer notes)
  - Update Application Status form, with outgoing emails triggered based on the status change
