Separate TPW Tech Surcharge from DSD package (LP) - (On Prod , Ready for UAT)

Some of TPW's fees are calling DSD' tech surcharge package. This year DSD's tech surcharge increased to 6%, but ours did not.

• [x] Dev analysis - document all fees that are calling the DSD package

• [x] DTS internally decide how to solve the issues

What we did:

• We have a tech surcharge procedure for each of our folders
• We updated all our fees using the DSD package, replaced with our own lookup table.
• Now ready for UAT

I informed stakeholders that the fix is in prod, but that we haven't tested all of our fees to be sure it's working correctly.
