[TDS] Update All App Emails & Contact pages with new HTML Email Signature

In order to make emails appear more professional, HTML code has been constructed to be saved on records from where emails are generated, especially outgoing customer emails. This has been completed for the ROW Portal and would like to standardize across apps.

• [x] Work with stakeholders to tweak any of the formatting
• [x] Create a field to store the HTML Email Signature on all objects that send out emails
• [x] Update Record Rules on record creation with HTML value
• [x] Update records with HTML value
• [x] Update Contact Us footers/pages where appropriate
• [x] Confirm working

All app emails have been updated, record rules established, and records updated with the new signature. TDS just changed their general inbox email address so it made sense to apply the sweeping change with this update. Confirmed working as expected.
