Add WORK log to Service Requests with CSR Issue #19438

Add a work log type (WORK) to designate which CSRs that are experiencing the CSR communication issue and are unable to send back information to the 3-1-1 system. This effort will allow users to identify which CSRs are being effected by this glitch until it can be resolved by CTM/ESB.
