User Feedback was Under "Manage Plants"

• [x] Add filter menu above “Concrete” and “HMAC” filter
  • [x] Still allow user to filter freely
• [x] Add "Plant Status” - Active, Inactive
• [x] Ability to click on Producer and see all Plants associated to Producer
• [x] Add Plant Status to "Add Plant" form and "Edit Plant" form

• [x] Remove gray display rules of columns since the view table is non editable
• [x] Added page rule to hide plants tables and add plant menu if stockpile category for producer
