Create GIS Weather Event Supported Export Report #19584

Background

FY25 need to automate the export of weather event data into ArcGis solution to allow usage of tool by SBO staff in real time. The current report is not set up to export the data in the format needed by the GIS team. To solve, we are creating a new flat report with the same columns that will be scheduled to automatically email out.
