Cleanup CSR Type Labels in Power BI

311 has been updating CSR type labels. They have been dropping "TPW" from the older CSRs. Clean up these descriptions so things are not duplicated.

Looks like older CSRs were not updated retroactively, so it would be ideal to get a lookup table from Carrie to see what the changes were and apply this lookup table on Power BI.

Update from Carrie: She didn't keep track of the changes but "the only thing that we changed was PW or ATD or SBO to TPW" so we should be able to do these manually.

At refinement we decided to drop the "TPW -" at the beginning of all of these type labels.

OPM sprint review notes:

• Remove TPW / ATD / PWD / SBO and first hyphen so that we start with the type name
• Example: Traffic Signal - New

Cleaned up a bunch of these:

• Removed from the beginning of SR descriptions:
  • "SBO - ",
  • "TPW - ",
  • "ATD - "
  • "PW - "
• Cleaned up a few others that should be obviously combined:
  • "Bicycle & Pedestrian Issues" combined with "Bicycle and Pedestrian Issues"
  • "ZZ Mowing Medians" combined with "Mowing Medians"
  • "ZZ Tree Issue ROW" combined with "Tree Issue Right of Way"

There's a few others that might have changed recently like all the construction concerns in the ROW ones. I'm not sure if it makes sense to combine all of those together or just leave them alone.

@Charlie-Henry can you list the others you mention at the end (like construction concerns in the ROW)? I think we should check with the SMEs on those. I'm happy to ask/coordinate.
