UC: Rename R.O.W. Review process and info fields on DSD folders

We are updating the description of the formal review infos/processes the ROW-UC team uses on Land Development Folders (like SP), from "R.O.W. Review" to "Utility Coordination Review"

In Scope Elements:

• Both folder infos
• Folder process name
• Review comment doc name Are there multiple docs for each folder type (SP, GP)?

Describe the problem.

UC: The Utility Coordination team would like to rename the "R.O.W. Review" process (51295) and the Info fields "R.O.W. Review?" (61125) and "R.O.W. Reviewer" (61130) to "Utility Coordination Review", "Utility Coordination Review?", and "Utility Coordination Reviewer", respectively. The codes should remain the same, so as to avoid confusion/disruption.

Describe the outcome you'd like to see when this feature is implemented.

The name of this review will be more accurate to what is being reviewed.

Note to self: DSD teams, especially PUPR, will need to be notified of these changes once headed to Prod.

I think we have enough information to write the acceptance criteria before needing to meet with ROW about it. This request wasn't prioritized for scoping for November, so I'm not assigning it to Vish yet.
