GIS: Add SDRC data to Protected Street layer in ROWPACT & PP #19799

Describe the problem.

I have another GIS project for the ROWPACT and Property Profile application that I would like to discuss with you both when you are available.

We would like to add the SDRC = Street Damage Recovery Cost data (contained in the spreadsheet attached) to the protected street layer, in ROWPACT and Property Profile.
