[Traffic Register] Create page for backfill admin to manage the regulations needing review

Chrispin completed an audit of the traffic regulation records and found ~2500 records that need to be reviewed and cleaned up. Christina will be cleaning up some of these records initially, but after that we would like to hand off the other records to the backfill admin so she can complete her review and make modifications as needed.

• Need to create a page filtered for Record Audit = Duplicate
• Organize the table by grouping records by the document_template and sort by line item
• Create form to edit the document_template connection, regulation_template connection, Approved Date, Install Date, and Uninstall Date
  • On the form above the reg item connection field, have a read only value of the regulation document for them to copy
• Needs the ability to delete a regulation record - don't want her to delete directly so we will need to have a form that updates the Record Audit field to Mark for Deletion

Fix Reg Errors page highlights empty connections and shows why the record was audited

Fix Reg Item form to fix connections, reg text, and dates
