Update DTS Portal - Add tablet device form

Added a form to add tablet devices from the tablet inventory page.

• Added new type Tablet Type multichoice (iPad/Samgun Tab A/Other)
  • If select iPad set to iPad, if not iPad, set to Tablet for Equipment Type in record rules
• Added Status to grid with inline editing and record rules
• Moved manage hardware menu to new link for AMD and SMD to bottom
