Help User Tyler F. with SharePoint Permissions and Functionality

I set up a SharePoint site this past summer and for some reason a lot of the documents/folders are locked in place. I cannot move folders to archive them. Please see attached screenshot. The "move to" option is missing and it will not let me move it manually. How do I allow/enable the move feature in SharePoint? Here is the SharePoint website for reference: https://cityofaustin.sharepoint.com/sites/RTP2050/SitePages/CollabHome.aspx
