Per @Charlie-Henry, we can tear down the postgREST infrastructure we use for bond reporting. See https://github.com/cityofaustin/atd-postgrest for details.

This will entail:

removing the postgREST instance from the stack (ha proxy config, docker container)
dropping the database from the RDS instance
i think that's it
