Add new sub-class and changes to manage producer/plants pages

Feedback Changes from #20044

• [x] Create new “sub-class CLSM” (Approve Mixed)
  • Roshan said they’ll provide information
  • Subclass is only for CSLM. Example. 35/300^1
• [x] Add Subclass field to relevant forms
• On Manage Producers table
  • create new display label “Mix ID Number” & “Class”
  • [x] No text wrapping, increase the field size for “Mix ID Number”
• On Manage Plants
  • [x] Add “Plant Expiration Date”
• [x] Change the view icon on the grid into a button
