[Feature] Vision Zero Data System Integration #2460

Sergio has offered to walk me (@zappfyllc) through their current implementation for Vision Zero, in how they've utilized PostGIS to extend their Postgres database to store "shape" data that has been reprocessed from exported geojson data out of ESRI (parent company of ArcGIS/online). Vision Zero project has associated crashes to locations (geographical areas) in order to run various analyses through the Vision Zero Viewer/application (may be Editor, not Viewer, need to check).

@amenity @JaceDeloney This is an old issue I never did solely because Sergio wasn't available yet, but I think Jace can take this on in terms of exploring what would actually be needed in terms of a Vision Zero integration. As of now, this isn't MVP so not pressing, but do y'all want me to rename this to "Feature: Vision Zero" and assign it to Jace for the eventual backlog?

Sounds good. We have a nearer-term epic to host the Vision Zero street segment polygons on AGOL.

Not sure whether this integration will be through Frank's coordination tool or through the VZ Crash Data System itself... Just that we want these two datasets 2gether. 👯 Renaming accordingly.
