atd-data-publishing: Design automated Docker-hub pipeline in CircleCI #268

[Backlog] We should have an automated pipeline to deploy the atd-dockless-processing container to Docker hub using CircleCI in a way that:

[x] Re-builds image on commit
[x] Uses the branch name as the tag for environments/versioning
[x] Use the master branch as the default (latest) or create a production branch for that purpose.

Using production for latest in dockerhub, approved by @johnclary and merged to master. :)

As a reminder, the current name of the image is atddocker/atd-data-publishing as opposed to atddocker/tdp (this is to not overwrite the existing images already built on dockerhub)
