ROW Contractor Pick List Update in Portal Application (TL)

As a ROW permit applicant, when selecting a ROW Contractor from the pick list on AB+C Portal, I only need to see valid options. Currently there are hundreds of invalid 'contractors' populating this pick list.

Stakeholders: Kim, Paloma DTS Manager: Tracy

Acceptance Criteria:

system should allow ROW contractor to view a drop down list
system should be able to display the appropriate list to ROW contractor.
System should (query) pick up list if A. people record is active and B. license is active. (Query parameters should be active for ROW contractors)

Notes:

This applies to folder types EX, DS
To our knowledge, this list is populated from 2 sources:
- All active LC folders
- All people records type: City Department
DS & EX folders are coded so that the people tab requires a valid ROW Contractor people record. The folder will not issue without one. We must keep this in mind as we develop a solution for this issue.
update smartlet query to refine the drop down list.
check if this is a database clean up activity.

@TracyLinder make this an epic, add AOB child, add child for Robert to look at the smartlet to make sure the ROW Contractor portion is working correctly.

Other than the ROW Contractor people type, which other types of records need to be available in the drop down?

@TracyLinder let me know how you would like to proceed with this one because after my meeting with Kim it looks like this may take a log time and a few back and forth to get the list correct.

Had the Last ROW Basics Training with Kim and asked her about this one. We checked on ABC PROD and TEST and found that the list is still not updated. Seems like the list may be pulling from the City Department, Franchise and ROW Contractors when it needs to be pulling only from just the Active ROW Contractor.

The main problem with cleaning this list up is the fact that some of the accounts listed have a people type of Franchise or City Department when they are Private contractors and they may not be active.

Kim will get with Paloma and her team to scrub the list and see if they can group/label/mark the ones they use or know to be correct in some way. The other problem is that these can be used by other folders to list a Contractor as a sub contractor with the wrong people type. Or the profile was created with a different People Type for some reason or another (Testing, ease of use, to have another account, etc.) There are also sub types with a main ROW contractor but may have a private sub contractor.

Steps to reproduce:

ABC Portal> Log in> Apply for RW Permit> Excavation> Private Contractor (50540)

Go through the process of applying for the permit and when you get to the "Select People" screen look at the drop down for Right-of-Way Contractor

This directly impacts the data quality we're getting in our applications. @TracyLinder will you please have Kim check to see if this is still an issue? If not, needs to be done soon.

Licenses change daily - Austin Code submit a weekly update request to CTM.

@Nadin-Nader - will you look into this?

@TracyLinder updated the AC based on requirement refinement session. @robert to check if the existing query is pulling up records (pick up list) as per requirement else will be updating the query. Also find out if this is a clean up activity on the DB and if so perform the clean up and update the list to display.
