Review banners in DTS Knack apps #3578

Found out the color and sizing was off for all banners. Standardized creation and storage. updated style guide: Banner Image Style Guide

Will need to go through all apps and make sure the new banners are added to all knack apps and that the Header color in Knack matches.

thanks @ChrispinP for doing this and updating the docs! in the data tracker, the subtitle ("Austin Transportation Department") looks bolded and/or larger than the subtitle in the banner in the Finance & Purchasing System. my preference is the style of the Finance & Purchasing system, where there's a more clear contrast between the title and subtitle. would you check that and make the banners in othe apps look more like the F&P banner?

Happy to take a look w/ you if before you re-do all your work again.

All app banners updated with correct styling, sizing, and colors. All headers updated to same color.

Found a bug with uploading banner images with the same file name to Knack, it maintains the original upload instead. Sent message to Knack about bug.

I verified all banners. @SurbhiBakshi if you decide to republish the Vision Zero in Action app to production make sure the correct logo banner is displaying, if you need to re-upload you can find the banner image in the 'logo' folder under the VZA Application folder on the G drive.
