Digitize VZA invoicing process #4500

Priority: Create an interface for Finance to track when invoices are issued and paid — Invoices occasionally fall through the cracks and then ATD and Finance have to scramble to address them later on

This may also be an opportunity to streamline Randy, Jen, and David's workflow.

Discussed possibly doing this in the Finance app, but sounds like keeping it in the app makes more sense.
