VZA Feature: Emergency Deployments #4550

What application are you using?

Vision Zero (Viewer)

Describe the problem.

In the VZA app (https://atd.knack.com/vza#assignments/), it would be ideal to be able to create assignments for emergency deployments (IE a signal is dark and we need officers to direct traffic while we bring the signal back online).

Describe the outcome you'd like to see when this feature is implemented.

Ability to have a concrete, record system of emergency officer request and fulfillment (as opposed to calling APD dispatch and having them submit the request).

Describe any workarounds you currently have in place or alternative solutions you've considered.

Currently call APD dispatch and ask nicely. :)

@TracyLinder and @JaceDeloney - this is related to Vision Zero in Action and not the Vision Zero Viewer, going to change the labels.

Can we meet this need by allowing MMC to change the shift type? Or add a note? @amenity - circle back with Allyson.

Note that MMC can see officer's phone numbers, should be able to perform reassignment directly rather than call APD. Jen and Lance are going to review whether we need to call dispatch first.
