Update links in "help.austinmobility.io" page #6241

"Data and Technology button" - goes to weird page on DTS Portal home page, should it go to the service request form directly? @amenity thoughts?
"Public Information Office button" redirects to a different form: New PIO form

Thanks, @dianamartin ... I wonder about this page. Shouldn't this be on Sharepoint? Trying to remember who requested it...

I know it looks like I did, but I am 99% certain that the request actually came from PIO or Finance and I was a terrible PM and didn't push back.

@amenity I know that Chrispin made an escalation matrix on SharePoint. I didn't know if we were going to use the help.austinmobility.io page or not. That's the one you're talking about, right?
