[Tech Debt] Archive the Small Cell Tracking in AMD Data Tracker and remove tracking pages

The signals technicians are not using Data Tracker to contact small cell carriers and TARA is keeping the information updated in Smart Sheet and AMANDA. So, it doesn't make sense for us to keep this data functionality in Data Tracker any longer.

Remove small cell objects, views, and data.

@amenity - email everyone to see if they are still adding this data to Data Tracker.

@ChrispinP thanks for flagging this! I'll try to find out more info/scope this out a little more. I still see the small cell data in Data Tracker.

Synced with Diana and she said we could deprecate this field because this is not the way that AMD is tracking Small Cell anymore.
Going to check in with Danny at DSD to find out how they're tracking it now.
