Remove fields for FGDB to RAS #7543

RAS let SMB know that coding the MUTCD and Asset Size fields was not part of the contract and the price would increase. She asked me to remove the fields and send her an updated FGDB.

Removed the fields and associated domains and sent Christina a new Zipped FGDB.
