Create Project / FGDB for Fiber GIS data for AMD

Issue based on request in #7395

Went through the layers, I had the CAD lines merged with the AGOL layer
Created a new CAD Drawings merged layer from the AGOL layer as that is where I was merging the CAD lines.
Created a CAD Name Domain for the CAD drawing names
Removed the CAD lines from the AGOL layer

Created new Project, saved data to new FGDB under Project.
Saved here: G:\ATD\Arterial Management\Fiber_Optic_Cable\AMD_Fiber_Optic_Cable_Project
Emailed Brian, Edgardo, and Harrell to let them know where the Project is located and explained the two layers.
