Create bike map public input map #8053

Create AGOL public input map that collects input on segment level of comfort, etc.

Samples for this, which can be integrated with the same feature service used for the comfort level verification app, have been created and links are below. ATSD seems resistant to a public input app at this time, these can be used for internal feedback and the structure is in place if public feedback needs to be collected in future. Moving to Backlog.
