made a copy of the Signal Engineer Areas, saved to FGDB in working Project
modified boundaries based on new areas denoted in Bins worksheet of the Spreadsheet Brian G. provided
there were a few signals that were coded to the wrong area, double checked with Brian on those
modified the boundaries to match the updated full purpose and limited purpose
checked with Apps Team, good to go for updating layer to production
ran geodatapusher update to GISDM

Submit CTM Request to have Signal Engineer Areas update pushed to AGOL

Still need to re-create the PDF maps for the Signal Engineer Areas, will create new Issue for maps.

discussion with Diana on Signals and Signal Engineer Areas
created a feature layer with the signals joined to Brian's spreadsheet and the old Signal Engineer Areas for Diana to use in AGOL for QC of the data in Data Tracker.
